Paul Soulellis (@soulellis) is artist-in-residence at Tophill Library from 1–28 June to produce Portland Bill, a free, collaborative publication featuring contributions from the residents of Portland, England. Portland Bill will be published one-time only during the b-side multimedia arts festival (September 2014).
